Vulnerable workers lack training, job matching, and protection

UUnderinvested populations lack adequate skills training, employment matching, career mobility programs, and worker safety protections. Informal workers, migrants, and excluded communities are hit hardest, and shocks from conflict, climate change, and financial instability make it worse. Better workforce tools are needed to break the cycle of economic exclusion.
