Make government services ten times better instead of marginally improving them

AA city innovation program is pushing every government entity to design moonshot solutions that improve services tenfold rather than by small increments. Each entity must run a disruptive-innovation unit to pilot and scale radically new structures and technologies. Incremental change cannot keep a city a decade ahead of peers, so the bar is set at a 10x leap.
